  browser usability, the web page content should not be obstructed.

+ We have a common behaviour for hiding the bottom edge when scrolling
+ begins up-ward begins.

+ I would recommend we apply the same behaviour to over-scrolling upward on 
pages that are vertically small enough to not require scrolling.
+ In cases like the one described in this bug report, the user is highly likely 
to attempt to scroll the page upward in order to see the footer links occluded 
by the bottom-edge hint, which would cause the hint to become hidden.
