Public bug reported:

I'm using Ubuntu 15.10 dev with dpkg 1.17.25ubuntu1 and on building a
package with dpkg-deb it mixes the DEBIAN directory with the
applications reflection of its file structure. I think this could be
made more clean by separating this. Instead of putting the file
structure of the application besides the DEBIAN directory it could also
have its own subdirectory (this would also solve the problem that on the
filesystem the /DEBIAN directory can't be created by a package (in case
any user should need this)).

** Affects: dpkg (Ubuntu)
     Importance: Undecided
         Status: New
