Same thing here, but according to Andrew Straw advice everything works fine.
Things went better after using 'echo Y > /sys/module/usbcore/parameters/old_scheme_first' but there were some extra usb resets and hdparm -t works extremly slow (showing 28 Mb/s but after some minutes of probing...). After doing 'echo -n -1 > /sys/module/usbcore/parameters/autosuspend' my external HDD works just fine! My hardware is Acer 4283 based on Intel ich7 chip with Intel host controler. HDD is 80 Gb toshiba momentus + external usb case.
