What file type is your video? Your Radeon HD 4650 has UVD 2.2. Full MPEG-2 decoding (including entropy decode) and MPEG-4 Part 2 (non H.264 MPEG-4 such as DivX and Xvid) are only supported since UVD3.
There is an upstream kernel patch to more strictly validate the UVD codec. This patch has been included in the Ubuntu 3.13.11-ckt22 kernel for Ubuntu 14.04 "Trusty Tahr", however you will need to wait a little while - the 3.13.0-57.95 kernel currently in trusty-proposed is based on the Ubuntu 3.13.11-ckt21 kernel.
