I like the idea of using an X rather than a swooping arrow to indicate
the rotation lock -- now that I look at them side-by-side, it seems
clear to me the current icon describes what the phone /can't/ do because
of the lock :-)

However I don't like the idea of adding an orientation-unlock.svg for
two reasons: (1) when scaled down to the size of the panel, the lock and
unlock icons look too siimilar, and (2) we are very short on real estate
in the panel, so I'd prefer for no-icon-present to denote rotate
unlocked.
