Unfortunately I don't have the full output from when this was first
failing for me, but I eventually worked around it by commenting out the
line `addgroup --quiet --system input` in
/var/lib/dpkg/info/udev.postinst.

Commenting out the same line also fixed the problem I had today when
installing udev 219-7ubuntu6.
