I don't know what you mean--boot to console? Without X? I'll look for the segmentation fault report later today--but so far, I've received the same message whether trying to download or trying to update/upgrade: dpkg failed to run.
I can mention: This is on a desktop dual-booting Ubuntu and Windows Vista.
