I've also encountered this bug, first thinking it was a bug with the KDE battery indicator applet. Upower is giving incorrect energy-full values when this is happening. I've attached my 'upower -d' output from when this is happening, you can see that the energy-full values are way to high. Restarting the upower.service solves the problem.
