The scala package and SBT are two separate, important packages that developers need.
Regarding Scala, as a language, with a useful REPL, I think is very important to have a package readily available. Scala has become a widely used tool, yet the package been distributed by default is so out of date that no one would consider using it, to the point that you may as well remove it. Before 16.04, an LTS release, Scala needs to be included in Ubuntu. SBT is not a great installer, granted, but that's another ticket. But it doesn't need Scala installed as a requisite, it needs, in its present shape, Java installed.
