If you can't tell how it is a problem, I wouldn't consider it to be a
bug.

According to "man locale-gen" it "generates all supported locales" if no
locale/language arguments are specified. That's the documented behavior.
Please consider the fact that it sometimes does not unnecessarily
regenerate newly generated locales as a bonus. ;)
