OK first i was mistaken, i though i installed it on a ext3 file system
partition but it was on a ext4 partition

After i fresh install on a ext3 partition everything runs fine. So i
guess the problem wasn't the notification application but the ext4 file
system partition itself. For some reasons the modifications post-
installation wasn't completely wrote on the hard drive in real time
leading to a data loss and an unusual high memory and CPU usage. So the
ext4 file system partition needs to be fixed.

Meanwhile if anyone else is experiencing data loss, extensive memory
and/or CPU usage or desktop hanging i'd suggest to do a fresh install on
a ext3 file system partition instead of a ext4 and see if it solves the
problems.  It seems to be solved on my side because now my Kubuntu is
installed on a ext3 partition and all the bugs i encountered previously
on a ext4 partition installation are gone.

So i guess this one could be filed as closed/solved

NOTE : It seems the ext4 file system partition have some of its previous
bugs back because as i recall when it was new and meant to replace the
ext3 file system it had a data loss bug, changes not saved, system hang
after reboot and some other bugs as well. I don't know if the extensive
memory usage, cpu usage and the system symptoms i experienced before can
be related to the ext4 file system though.   However since reinstalling
Kubuntu on a ext3 seems to have solved my problems.
