I had and still have a Partial Upgrade available to my 12.04 to 14.04 system. I did not so the P-Upgrade and rebooted for other reasons. Upon return to my Ubuntu login the screen was shrunk and it would not let me log in resulting in a login loop of returning me back to the login password prompt. Solution was to 'sudo dpkg --configure -a' as suggested when I tried to sudo apt-get update, which cleaned things up, returned my login back to normal and allowed me to login.
