It seems highly unlikely to me that there is a bug in bind9 in the common case here, since 14.04 has been out long enough that we would have had many more bug reports by now if this were the case. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
