Neither of the issues described in this bug would have been a bug with
tzdata, which merely provides the data.  Clock apps are responsible for
using it.  Given the age of this bug, I'm going to assume the clock(s)
in question have since been fixed, but if this isn't the case, please
reopen the bug and describe which desktop environment and which clock
wasn't updating or updateable.
