+ This appears to be working as specified by my predecessor:
+ 
+ 1. User Selects 'Calendars'
+ 2. User selects 'Add New Calendar'
+ 3. User is taken to Accounts (in System Settings)
+ 4. User may select an existing account to use calendar from (e.g. google) or 
add a new account.
