This is not a bug in USC: by design, its installations are non- interactive. After all, you might install multiple packages at the same time, or even close USC before the installation completes. This is allowed by Debian policy: "Maintainer scripts are not guaranteed to run with a controlling terminal and may not be able to interact with the user. So if the lirc package fails to install without configuration, that is a bug in the package.
