I wouldn't fix it. It's a substitution variable that is used by things like dh_gconf. In most cases it is not used at all, but what if upstream decides to add gconf schemas to the release or <other scenario>. Lots of packages have this Depends by default and they all get substituted by useful things when they are needed.
