I personally have never been able to reproduce this problem. Can anyone of you search for a file called "http_cache_cleaner.desktop" on your system and make sure if it has an entry called "X-KDE- StartupNotify = false"? If it does, can you then change that to say "StartupNotify = false" and see if the problem goes away?
