Is it just me? I noticed today that `notify-send -t TIME` has started to
actually honor the -t flag, so long as TIME is 1000 milliseconds or more
(less than 1000 milliseconds and it appears to use 2000 milliseconds).

I think I am running stock 14.10. Maybe someone accidentally implemented
-t despite the intransigence of the Ubuntu developers on this tracker.
