Actually, the bug is back, but the steps to reproduce have changed: move the mouse to the top-right corner to activate scale, then choose a window within two seconds. Once the animation is finished, I get a tooltip from the applet on the gnome panel. The tooltip doesn't go away until I move the mouse back onto the gnome panel.
