According to [1], the package was orphaned in Debian shortly after the Feisty release, hence the lack of a new version.
The MOTU team [2] consists of about 60 developers, not all of which are constantly active, and there are more than 17000 packages in Universe that they have to take care of. Ubuntu largely relies on Debian for Universe packaging, and due to the disproportion in the numbers above, it's not possible for them to make up for every delay and mishap.
