Ok, let me attempt to have a stab at determining just what this bug is about.
You're wanting Orca to speak the various toolbar buttons when you move the mouse cursor over them? If so, Orca has a setting that is off by default that speaks whatever is under the mouse. Open Orca preferences with Insert + Spacebar, and in the general tab, under mouse, check the checkbox labeled "Speak object under mouse" And as I've alredy stated in this bug, those toolbar buttons are all accessible with the keyboard by using tab and shift tab.
