Still tricky 14.04 LTS and upstart because the tftp...-upstart.conf
contains some 'sleep 10' which confuses upstart's PID management
(https://bugs.launchpad.net/upstart/+bug/406397).

http://upstart.ubuntu.com/cookbook/#start-on with suggested 'start on
(local-filesystems and net-device-up IFACE!=lo)' in
/etc/init/tftp...conf and no 'sleep 10' works.
