Try to purchase an app, in this case 'free' - IntelliJ IDEA 13 Community Edition
https://apps.ubuntu.com/cat/applications/trusty/intellij-idea-ce/

All attempts to purchase are meet with attached screen.
Doesn't matter if logged in to Ubuntu one account before trying directly in 
Software Center or not, same result.
