I also have this same fault.  I have top & bottom auto-hide panels on
xubuntu 14.04.  If I even look at my top-right suspend/shut
down/restart/logout menu item the auto-hide stops.  Logging out and back
in, or entering command "xfce4-panel -r" fixes it, but it is irritating.
It's all too easy to open the menu item by mistake on my laptop,
resulting in some unrepeatable language, again :)
