Tim, principally system-config-printer sets newly added printers as default if there is not already a default printer. This is done by the cupshelpers.activateNewPrinter() method, called in the on_btnNPApply_clicked() method in newprinter.py (interactive queue addition) and in the create_queue() method of udev/udev-add-printer (Plug'n'Print).
