Thanks to check this problem, Thaddäus. Well, now I'm on Kubuntu 14.04, and the problem is a little different, but it persists.
If I change the keyboard to Dvorak (English, International with death keys), the shortcuts do not follow the distribution for the KDE apps, but it does for the Gnome apps (and there is no graphical way of correcting that in KDE). So, I use a little script (from http://kate- editor.org/2013/10/07/multiple-keyboard-layouts-and-shortcuts/). Now the shortcuts follow the distribution by the use of the script and a shortcut made for the occasion , and if I suspend and return later, the distribution change back to my default one (Spanish), together with the shortcuts. Now there is no inconsistencies: the panel indicator shows the right keyboard distribution (Spanish) and everything works as it should.
