Well, stable / testing / unstable of Debian all have Bugzilla 2.22 at the moment, not 3.0. So syncing from Debian won't help at this point.
Searching for "Debian Bugzilla 3.0" produces some mailing-list talk from June and July about 3.0 not being packaged yet, but no estimates of timescales for getting it done.
