I ran sudo apport-collect 1399135 and got the message which follows.
There also was a message saying I needed to restart the browser, which I
haven't because I have work to do and need to get on with it. I just
want this stuff to work -- it used to work and well (for many years),
now it's messed up. This isn't the only screwup, either -- convert text
to table has been wrecked too. I'll file a separate report on that. The
bug reporting system is a wreck, too. I have run numerous searches
before reporting bugs, almost always with negligibly useful results. It
even said there was no such package as libreoffice (though I may have
used caps -- LibreOffice).

The authorization page:

should be opening in your browser. Use your browser to authorize
this program to access Launchpad on your behalf.
Press any key to continue or wait (5) seconds...

Waiting to hear from Launchpad about your decision...
