Public bug reported:

/custom/build_id is just an epoch time stamp, which is used to
facilitate dconf updates.  The version strng in /etc/system-
image/channel.ini is more human-friendly, and is what is used by system-
image as a version string, the UI of the phone should be reporting the
same version string here.
