Tom, this is probably configuration issue. CUPS can be server, contacting other CUPS server (default in Ubuntu) or it could be clilent contacting CUPS server (this requiers manual setup).
Please attach /etc/cups/cupsd.conf and /etc/cups/cups.d/* files here, so we could see where the problems is. Also, I would appreciate if you could add /var/log/cups/error.log too (you can tar them all and send like an archive).
