As of Ubuntu 14.10, the bug is still present, and it took some time for me to find the information (which is this bug report).
I would change add a sentence in the manpage description, changing it to : Upgrade the operating system to the latest release from the command- line. The choice of the release (LTS or normal) is defined in the file : /etc/update-manager/release-upgrades.
