I have only encountered this if [for example] I had grub originally installed in some pbr (eg; sda6) and I later changed the location to the mbr (eg; sda) using grub-install /dev/sda rather than using dpkg- reconfigure grub-pc. Then apparently the release-upgrade reads the prior dpkg info therefore installing grub in the wrong location. That of course explains a broken boot but I never quite understood the error message, it's just not that hard to fix so I really haven't worried much about it.
