Public bug reported:

I have to plug in a usb mouse then go to system settings, input device,
touchpad, select disable touchpad when external mouse attached then
select apply. I then have to unselect the check box and apply again I
will get a tone and the touchpad will work and will continue to work
until the next time I reboot or power off and I will have to do the same
thing over again to get it to work.
