** Description changed: [Impact] - HP ProLiant m400 cartridges currently require kernel commandline arguments to properly initialize hardware. pci=firmware needs to be passed to stop the kernel from reinitializing PCI resources, and rio-scan.static_enum=1/rio-scan.scan=0 need to be specified to do static enumeration of RapidIO. + PCI clocks get initialized incorrectly causing issues with PCI-attached devices (SATA and network). RapidIO devices take a very long time to initialize. [Test Case] - TBD + Boot - verify that SATA and network work, and that RapidIO devices initialize quickly. [Regression Risk] - TBD + These command line arguments are used in testing today, just injected in a different way, so risk is low.
