With both 14.04 and 14.04.1 on the initial screen advising requirements
I get a cross against "connected to the internet" as if there is no
connectivity.  Yet I have an ethernet connection plugged in and in the
notification area the usual arrow-up/arrow-down icon is showing, as
normal.

12.04 didn't exhibit this problem.

I'm able to reproduce this consistently on various PCs on my LAN, and,
with both live CD and USB stick.

I imagine that if this were a widespread problem it would be reported
already, which I've not found.  I've not yet had an opportunity to try
this on another internet connection.  While it would seem that there's
something special about my LAN, I can't think of anything relevant, the
ADSL router hands out addresses and DNS using DHCP, as is common.

As a result, the checkbox to install updates is greyed out.  Otherwise,
clicking on Continue, the installation proceeds normally (though there's
a surprisingly long delay before the next screen shows).
