Got a little more information about this... When a person enables FXAA it dont just start burrying all letters and such all up it only happens if you have Enabled it then reboot your system after words it starts making all letters and writing all blurry but when u scroll like example like this page it makes it non burry for a second but when you just stay in 1 spot with out blurry or motion it makes it blurry
