OK, nothing of the above was the reason. In my case it's simply this:

/etc/X11/xorg.conf.d/20-intel.conf

Section "Device"
   Identifier  "Intel Graphics"
   Driver      "intel"
   Option      "TearFree"    "true"
EndSection


I added it when the tearing scrolling through large webpages annoyed me.
As soon as I added it, the problems quickly started.

Selfmade problem.
