Someone other than yourself is supposed to change that Status to
confirmed.  ;)-

That said, I've confirmed the problem and isolated it to the following
pull-request that was made to ensure that the SimManager interface
existed after boot when no SIM card was inserted:

Note, a simple workaround is to hit the unlock button a second time.

This slipped through because even though I updated the ofono test plan
SIM section:

https://wiki.ubuntu.com/Process/Merges/TestPlans/ofono/SIM

...the entire set of tests were never run by any of use ( myself,
Alfonso, ... ).  Lesson learned.

I'm working on an update to the original merge.
