Yes, a minimal reproducer would help so I can debug on this end. I really 
appreciate your testing and analysis so far. : )
I did setup a quick netboot server using MAAS and it did seem to work; but I 
did not do the additional steps of setting up the proper ipvs ruleset to 
reproduce the issue. I also wonder if those rules can be set and something as 
simple as a ping could be used to illustrate the bug?

Here is a patch that looks like it could fix this issue; but unfortunately this 
was never placed upstream:
