I found this bug report while looking to see if others have had problems with their Samsung ML-1710, and I can confirm it affects this model as well. I am using Feisty and the Samsung driver.
Till Kamppeter - I stumbled upon this solution during my troubleshooting when I noticed it only affected color images in which the colors changed along the horizontal direction (I was trying to print a google map at the time). When set to "Accurate", it seems that the darkest half-toned pixel in a row gets applied to other pixels in the row (though roads in the map I was printing seem to define cut off regions, but not if vertical). I don't have time to try the fix you suggested at the moment, but if this is still an unresolved issue, I will give it a shot later.
