Public bug reported:

Test steps in mako HW, image 185:
 * Enable flight mode (via system settings or via network indicator)
 * Reboot

Expected result: The cellular radio is offline, but the SIM card is
accessible via oFono APIs

Actual result: The cellular radio is offline, and the SIM is shown as
not present (in network indicator UI, or in oFono API property
SimManager.Present)

The practical impact of this bug is rather low: Enabling the cellular
radio (exiting the flight mode via UI, or setting oFono to 'Online' via
direct API calls) also enables the SIM presence and SIM-related APIs.

** Affects: ofono (Ubuntu)
     Importance: Undecided
         Status: New
