Debian's usb-modeswitch_2.2.0+repack0-1_amd64.deb and usb-modeswitch- data_20140529-1_all.deb from https://packages.debian.org/sid/amd64/usb- modeswitch/download and https://packages.debian.org/sid/amd64/usb- modeswitch-data/download fixed it for me for Huawei E3531s - 2.
