I worked around this bug on trusty by downloading & installing the following utopic packages from packages.ubuntu.com: libsqlite3-0_3.8.5-2ubuntu1_amd64.deb sqlite3_3.8.5-2ubuntu1_amd64.deb libsqlite3-0_3.8.5-2ubuntu1_i386.deb sqlite3_3.8.5-2ubuntu1_i386.deb
