There is no reporting of errors in the service, back to the client via
the API. There may be non-recoverable or user-recoverable errors which
happen through the normal course of usage of the pay-service, which
should be shown to the user. However, there is no way for the UI which
talks to pay-service to know about these errors and present an
appropriate UI so that the user can recover (in case of auth failures
for example), or report an error (in the case of a non-recoverable
network error for example).
