That was the problem, I just figured that out then read your post lol. Installed apxs2 and it worked fine. Both 1.1.8 and 1.2.0 built perfectly, I had to do some funny stuff with httpd.conf to get it to complete the script (it needed an existing LoadModule statement, so I added one), but it worked.
Now there's another problem: The module isn't populating the apache notes table properly. I've installed this module on another server recently and it was a breeze (and I had to compile EVERYTHING), so I'm not new to this, but I might be forgetting a step. I am sure the module loads and I can get output from it, but it doesn't geolocate. apache_note("GEOIP_COUNTRY_CODE"); returns '--' and all other notes return null (note could not be retrieved).
