Public bug reported:

On trusty, 'update-manager -d' recognizes the development release.  Upon
choosing to proceed, the message about looking for a new release is
printed to the shell but then the process hangs and ^C won't kill it.

After trying multiple times I used do-release-upgrade and it worked like
a charm.  The log files on my system seem to be generated from the
successful do-release-upgrade run.

This attempt was in a VMWare virtual machine.
