The upstream source's Makefile (for both 1.5.3 and 1.6.0) puts them in
/usr/local/lib/checkinstall.
The man page lists /etc/checkinstallrc as the config file.
Note I have the dapper backport installed. I checked the locations of
the config files in the other packages via their list-of-files page in
the online package database.
It looks like the config file changed names from /etc/checkinstall in
1.5.3 to /etc/checkinstallrc in 1.6.0 in the debian packages.
