I have the same symptoms, but I'll add that when one goes to the overlay
view (where it's visible, as described in the report) and brings with
the mouse an open gnome-terminal to a new workspace all by its own, it
does get displayed. Then one may close it, and as a result the window
frame stays there -  and in all other workspaces! (i.e. now it's the
opposite effect than before, it's like having an always-on-top window
which you can't close any more except by restarting gnome-shell again.)

I didn't find any other application besides gnome-terminal which is
affected by this bug (e.g. xterm, lxterm, konsole, they all work fine).

I have created a new user just to test that the bug is not related to
shell extensions, custom settings, startup applications etc., and I got
the same results.

This is super-annoying, gnome-terminal is unusable with this bug
(current workaround: use konsole).
