Hey Steve, I cannot reproduce this issue on my dual monitor setup. I'm thinking it may be something specific to your config, ie, a setting, wonky graphics driver, video connection, ???.
I've tried both global menus and locally integrated menus. Which do you have enabled? Also, what type of video connection are you using when connecting the external monitor?
